Same IP hitting dozens of websites on server - needs instant ban

I'm getting single IP's hitting dozens of websites on my web server and they're not getting locked out.

Need to have auto lockout as an option, if not a default. I'd suggest if same IP hits 3 or more websites, lock them out.

It will help to know what type of hit did you got, knowing this you can do a lot of things to block the offending IP.
By hits I mean, Is it ModSecurity? Is it password related? Is it CXS related?
