It appears firewall removals are not flushing iptables with v8.02. Even after removing, flushing stopping CSF the blocks are still there.
/etc/init.d/iptables stop
csf -r
is working as a work-around in the interim.

If you are referring to the iptables nat tables not being flushed, then we have just released v8.03 to fix this:

Not NAT related but hopefully this corrects the issue.
