Insert either the GMT offset or the TZ

The CXS report emails do put the time and date but left off the GMT offset or the TZ of the report. I'm asking this to be added.

I've used the report emailed to forward to abuse emails. I have to ADD in the appropriate TZ information in the time format. It's critical that this be modified as soon as possible.
