While two vps are seemingly identically configured, one refuses ftp connection with the error message
"port command failed" and "500 I won't open a connection to 192.168.1... (only to 'external IP')" and the
other works properly. What must be changed in CSF settings to make it work?

remote IP added under quick allow
(it was assumed to be there, but csf install happened from elsewhere and whitelisting in cpHulk did not do; odd anyway that this is necessary, but it has probably to do with passive ftp mode & NAT combo, while not having the port ranges for passive mode in either pure-ftpd.conf or csf.conf).
