block all connections outbound to port 80 from non root users

It's possible with csf to block all connections outbound to port 80 from non root users?

You need to look at Advanced Allow/Deny Filters in the csf readme.txt. Using those you can remove port 80 from TCP_OUT and only allow access to it from the root UID.
