cc_deny ignoring RU code?

I've set the following in csf.conf:

CC_DENY = "RU,UA,VN,BR"

Then, csf/lfd are restarted. The following is shown:

csf: FASTSTART loading csf.allow (IPv4)
csf: FASTSTART loading CC_DENY [ua] (IPv4)
csf: FASTSTART loading CC_DENY [vn] (IPv4)
csf: FASTSTART loading CC_DENY [br] (IPv4)

It doesn't matter if I rearrange the listing, RU never shows up as being blocked. Am I missing something?

You aren't missing anything. Check CC_DENY option in csf firewall configuration file to block that particular country. Restart the firewall once modification is done.
