Exim blocked on Debian?

I just set up a Debian 7 server, and installed exim for outgoing mail.
I have SMTP_BLOCK enabled, but it's officially supposed to let exim through.
When I check the /var/log/messages file though, I see that outgoing port 25 is being blocked, even though it's open in the config file.
It seems like CSF isn't detecting and letting exim send outgoing mail.
I finally checked the user that exim was running under, and it's running using the Debian-exim user.
Once I added that to the SMTP_ALLOWUSER and SMTP_ALLOWGROUP lists, it then started letting outgoing emails out.
Isn't CSF supposed to let exim run, even without adding that in?
Am I doing something wrong?

That is what you need to do. Different exim installations run under different users, so you do need to tailor it to your environment.
