CSF Conflict With Nginx

Csf function connection limit per ip is not working and conflict with nginx. Kindly help me...
Are you sure its Nginx and not iptables? From what I know this relies on iptables solely.
What does this produce in SSH:
# /etc/csf/csftest.pl
