Everyone that trys to login to their cpanel is blocked

I have the latest version of CSF and Everyone that trys to login to their cpanel is blocked until I put their IP in allowed list.
I have went over the settings and can't find out why.
I have checked everyone's IP and they are not on anyone's list.

I also went over the config file for csf and even compared it with someone elses config and both are the same now.
when ever new customers try to access the cpanel page they get a page that keeps loading and loading until they get a white page. If I put there IP address in the allow list page loads fast and they can login to cpanel.
If I disable the fire wall same person can log in to cpanel every time.

Does it show them being blocked in /var/log/lfd.log ? You can grep for their IP.

Did you make sure that the port 2082/2083 is open?

Checked it no ips that were blocked are in that log

PORTS_cpanel = they are there
and
TCP6_IN = they are there

Found it. it was the ports were not in
TCP_IN =
TCP_OUT =
