Is it possible to allow one dedicated IP access to Russia?

We block Russia using the DENY_CC feature, but one account using their own dedicated IP address on the server has customers in Russia.

Is it possible to create an exception for the general DENY_CC ban, so that one dedicated IP on the server can maintain access with Russia?

No, that is not possible with the csf configuration.

Is there a way to use the CC_Deny but at the same time, not block parts of that country. I don't want to white list certain IPs from the country that is listed in CC_Deny, but just not block them. Possible?

No, it's not possible to selectively block using the CC_* options. They're either on or off.
