Packet Losts Issue

I have an packet lost issue when Config Firewall is enable and when is disable everything is OK.

Any advice?

I disable it
# Set the per IP address incoming ICMP packet rate
# To disable rate limiting set to "0"

and now i dont have packet lost but can someone tell me What did i exactly do with that change?
