i need block ip for all country Except for Iran

Add all of the country's IP netblocks to your permanent block list:

http://ipinfodb.com/ip_country_block.php

This is not feasible for some countries such as China or Russia, which have a very large number of IPs.

One solution is CloudFlare.com which allows you to block entire countries in the Thread Control page.
