I have bind failures set at 100 but it is blocking at 5...is this a bug or am I doing something wrong?

My settings are:
LF_BIND = 100
LF_BIND_PERM = 1

Here is an example email:
Failures: 5 (bind)
Interval: 300 seconds
Blocked: Permanent Block

Log entries:
