MailScanner Not Performing Well

Hello,
We had a power outage on a machine a few days ago, it went back up and everything looked to be good however, MailScanner is not doing its thing.
The ConfigServer Mail Queue plugin on WHM shows that we have over 8000 emails in the Pending queue. MailScanner is awake and is delivering mail as it pleases, like once every minute we may see a "Completed" in exim_mainlog. The server load is just about 0 - yet it will not wake up and start doing its thing.
I've tried restarting the box, exim, MailScanner, it still will not start performing:
a ps shows:

PLEASE can someone help me?! This was originally installed by ConfigServer.
