Whitelisting by editing

I have a member on the server that uses google ads. Google is reporting http 500 error for the url's, even though they work fine. They are saying their IP(s) are being blocked. I downloaded a list of all of their IP's and CIDR's (about 300) and added them to the whitelist by editing the allow list. But the problem is still there. I found that if an IP is in the deny list and I add it to the allow list by editing that list, the entry in the deny list doesn't get removed. So I have two questions:
1 - Is there an order of precedence between the two lists? That is, if an IP is in both, will be allowed access or blocked?
2 - Is there a way to check if multiple IP's and/or CIDR's are in the deny list at one time? I know how to check them via the shell but that will take a long time given the number involved.
