I set CF_ENABLE to 1 and put my api and email to the csf.cloudflare file but csf will not sync csf.deny ips to cloudflare firewall

This is not a bug. The csf cloudflare interaction does not sync csf.deny ips to the cloudflare firewall. When CF_ENABLE is enabled, any future modsecurity blocks will be synced (as temporary blocks) to the cloudflare firewall. Any other type of blocks are irrelevant to cloudflare.
