Spam with no score assigned

I am getting a lot of spam messages showing up in Mailwatch that do not have any spam score assigned to them. It is like they are bypassing SpamAssassin entirely. When viewing the header information in Mailwatch, the only thing under the SpamAssassin section is this:

Action(s): store, deliver, header, "X-Spam-Status:, No"

No scoring, nothing else. Any ideas on why this might be happening?

Have you checked to make sure that the domains these emails were addressed to are listed in the ruleset spam.scanning.rules and are set to "yes"?
