CSF CC_DENY Error

HI all ,
I get this error today and don't know how to fix it , is there anybody who is in that trouble before , please help .

Error: FASTSTART: (CC_DENY [id] IPv4) [] [Another app is currently holding the xtables lock. Perhaps you want to use the -w option?]. Try restarting csf with FASTSTART disabled, at line 5311 in /usr/sbin/csf

It seems iptables is in use by another process. This can have a a number of reasons. Check with lsof what is using it. Also, csf is the only firewall on your system?

You could try the FASTSTART, LF_IPSET and WAITLOCK settings in your /etc/csf/csf.conf file.

Edit: I've read it can also be sluggishness in your network, in particular DNS.
