I've run into the same thing too right after upgrading from cPanel 11.32 (release) to 11.34 (release).

Sarah - I get the same message in cPanel "This feature requires the "spamassassin" option and is not enabled on your account" even for "User Level Filtering".

minadreapta - Did you submit a ticket to cPanel or otherwise make any progress on this? I'm a little hesitant to ticket cPanel on it right at the moment because I'm in the midst of troubleshooting my helpdesk and juggling too much at once.
