CSF issue with CC_DENY

CSF issue with CC_DENY

For whatever reason, When I RU is in CC_DENY, any IP in cidr 169.244.0.0/16 is getting blocked. I downloaded Maxmind's GeoLite2-Country-Blocks-IPv4 DB just to make sure it wasn't a mistake on their end and their DB classifies my 169 range as a US based cidr. I'm unsure what to do at this point, other than either manually adding all the RU cidrs to csf.deny which would most likely greatly affect CSF/LFD performance, or switch to an external network appliance. Any insight would be appreciated.

Other related info.
RU in CC_DENY had been working fine for the past year, as of yesterday started blocking 169.244.0.0/16.
I have other CCs blocked as well, through process of elimination I narrowed this issue down specifically to RU CC.
No other changes other than testing each CC 1 by 1 till I found that the RU CC was the issue.

csf: v14.22 (cPanel)
