I am getting this error also. I have tried restarting clamd and it states it restarts but it does not continue running it appears. I have run a forced update via MS frontend of both mailscanner and clam.
Yep found the cause of this for me. A bad clamav update. The clamav DB was corrupt. I had to delete the clam daily and main DB's and run freshclam. Then restart clamd service.
