There is no a direct way to "test it". To check if the rules are working check the info on the iptables and see how many hits those IPs were blocked by CSF.
If what you want is to block spam, those rules are not set for this. Your best bet is to tweak EXIM and/or use any script to stop spam like MailScanner. The rules in CSF are to block IP connections but every day comes to life more spammers that the rules don't know about and that is why you need an script that checks the emails that comes to your server not only because of the IP but for the content on the email per se.
