I would love to be able to auto block all IPs who attempt to call any resource from my server with a urlencoded request such as this...

I have my server hardened enough to not have this do any harm, but a black listing woudl be even better. Any way to add this to csf?

You can do this easily with mod_security, so, when someone writes anything that you don't like as a part of the URL mod_security can block the IP, then the IP will be block by CSF.
