CC_DENY not working on multiple countries

I use CC_DENY on one country, for example TW (Taiwan), works, but I do TW,CN,RU,RO,NL,VN,KR
and it does not work at all. Help?

This could be, possibly, to thousands of IP rules. For each country you add to CC_DENY hundred of IP rules are created, with 7 countries your IP tables will be very large. If you are using a VPS, probably the VPS can't handle that much and even for a regular server.
