Has anyone encountered a problem where the dropdown boxes in the cPanel front-end are empty? Is there a fix?

Not sure if this is the right answer but are the settings in your WHM/Plugins/ConfigServer MailScanner Front-End/Advanced set correctly?

Thanks for your reply. The problem is that we're not using "deliver", "forward" or "delete". We use "store delete" so the messages go to quarantine and are not delivered. The MSFE system doesn't seem to like this setting. Is it a bug?

It's not a bug, it's just not designed to be used like that. Please see the FAQ entry that I already provided to you on your helpdesk ticket:

This FAQ entry will explain how to configure MailScanner to store a copy of all messages in quarantine, including spam and non-spam. It is the correct way to set it up to do what you want it to do.
You can then use just "delete" for your default spam or high-scoring spam action in the front end if you don't want spam to be delivered at all.
