It's because you have Process tracking enabled. Check out point number eight in csf readne.

If it's a permanent ban it will be just that.. permanent. And you need to manually remove them. Only temporary bans disappear themselves.

Close the ssh port in the csf config file and then add a rule to csf.allow instead?
