Yes positive. The user the IP address belonged to wasn't in the office that day. I just thought it was strange. Also I receive email notification when an IP address has been blocked.

Since upgrading to 4.76 I no longer seem to have the issue. I can add and remove IP address from the firewall DENY IPs.
