Those are compiled phpMyAdmin templates which cPanel introduced in v76. They are currently being created in /tmp instead of ~user/tmp which cPanel is aware of and should be fixing in a future release. In the meantime, if you want to ignore them you would need to create an entry in /etc/csf/csf.fign...

I have been having this issue for a while, and so far, have not been able to figure out what the problem is. Everything will work as expected for a few days, sometimes longer. Then, suddenly, mail sent out by PHP with SMTP gets blocked and will not go out until I restart CSF. https://tgw.onl/bluehos...
