Perhaps obvious answer but I dont find

If I allow 1 country in the allow list and the deny list is empty, does it mean that all countries exept the one allowed is denied

No exactly.

Do this, access CSF Configuration, then go to:
Country Code Lists and Settings

In there you will see the options to deny or allow countries to access your server.
